Enterprise zones

The Enterprise Zones programme consists of 10 sites across West Yorkshire. With a contribution of £45million Growth Deal funding, the sites are able to be built on to provide high standard premises for expanding businesses or businesses new to the West Yorkshire.

Programme overview

Phase 1 covers an area of 142 hectares. The Aire Valley Leeds enterprise zone benefits from superb transport links being located at Junction 45 of the M1 and benefits from close proximity to Leeds city centre, the main driver of the regional economy, with fast, frequent and high quality bus connections.

Phase 2 of the programme comprises of multiple sites: Gain Lane (Bradford), Parry Lane (Bradford), Staithgate Lane (Bradford), Clifton Business Park (Calderdale), Lindley Moor East (Kirklees), Lindley Moor West (Kirklees), Moor Park Mirfield (Kirklees), South Kirkby Business Park (Wakefield) and Langthwaite Business Park (Wakefield). The second phase aims to promote advanced manufacturing growth, building on the regions strong manufacturing heritage.

The key focus and Vision for the Enterprise Zones as set out in our Strategic Economic Plan is ‘‘the acceleration of development and delivery of high quality employment floorspace in the advanced and innovative manufacturing and complementary sectors’.

Enterprise Zone status was initially awarded to four sites, just minutes from Leeds city centre and the national motorway network. They are strategically located along the East Leeds Link Road; a £32 million dual carriageway linking Leeds city centre to junction 45 of the M1 motorway. This is phase 1 of the Leeds City Region Enterprise Zones.

A phase 2 has now been established comprising nine sites across Bradford, Calderdale, Kirklees and Wakefield, located along the strategic M62 corridor.

Companies locating within the Enterprise Zone will benefit from a wide range of incentives, including (depending on which Enterprise Zone site):

  • Reduced business rates (worth up to £275,000 over a five-year period), or 
  • Enhanced capital allowance tax relief of qualifying plant and machinery

Clifton Business Park (Calderdale)

Project overview

Clifton Business Park is a 25.5 ha site with planning permission to deliver 52,954 sq m of B1/B2/B8 floor space.

Clifton Business Park is a large greenfield site allocated for employment use within Calderdale Council's development plan. The site has connections to the Strategic Road Network and lies on the A644 Wakefield Road within 0.25 miles of Junction 25 of the M62 motorway. This gives the site an excellent strategic position, as it is centrally located on the East/West M62 motorway link across the country and able to utilise either of the North/South M1 and M6 motorway links.

Gain Lane (Bradford)

Project overview

Gain Lane is a 77.82 ha site with planning to deliver 29,404 sq m of B1/B2/B8 floor space, construction commenced on site in October 2019.

Located close to Morrison’s HQ, Gain Lane is a major employment site to the east of Bradford on the Leeds/Bradford administrative boundary. The site is within 1.5km of Pudsey railway station which provides links to Leeds and Bradford; approximately 4km from the M606 motorway which provides direct access to the M62 providing east / west connectivity; and within 11km of Leeds Bradford International Airport. Development to open up access to the has now started from October 2019 with an initial 6,689 sqm of floor space to be constructed in 2020.

Langthwaite Enterprise Zone (Wakefield)

Project overview

Langthwaite Business Park Extension is an 11.94 ha site planned to deliver 41,000 sq m of B1/B2/B8 floor space, with an indicative unit size range of 900 – 7,500 sq m.

This is a large site within an established employment location and within a Business Improvement District which West Yorkshire Police has described as the safest business park in West Yorkshire.

The location is ideal for industrial occupiers and well-suited to manufacturing supply chain activities

The Combined Authority Meeting held on 27th July 2023, the Full Business Case was submitted and approval was granted to proceed to delivery with a total budget of £12,678,000. The approval was made subject to discharging conditions set by the Programme Appraisal Team (PAT).

In December 2023, an Authority to Proceed (ATP) report was presented to the Portfolio Investment Panel (PIP) which discharged 10 of the 12 conditions set. A further ATP report will be presented in March 2024 to the PIP which will address the remaining conditions which involve obtaining planning permission and acquiring two parcels of land to facilitate the proposed development.

Subject to obtaining approval in March 2024, main construction works will commence in April 2024 and complete in May 2025. The contractor appointed is Balfour Beatty Plc through the SCAPE framework.
The project will be financed using a combination of funding sources including the Getting Building Fund, Growth Deal, Growing Places Fund Residual and the Single Investment Fund.

Leeds Aire Valley (Leeds)

Project overview

Moor Park (Kirklees)

Project overview

Moor Park is a 6.2 ha site with planning permission for the development of B1 (c) light industry, B2 general industry, and B8 storage or distribution, with ancillary B1 (a) offices. Development commenced in 2019 with the first unit completed and occupied and further phases now under construction.

Development of the site is underway, and 72,500 sq ft of floor space is now complete. Phase 2 is underway with a further 5 units being delivered, ranging from 19,500 sq ft to 59,000 sq ft. Moor Park is conveniently located for junction 25 on the East/West M62 motorway link across the country and able to utilise either of the North/South M1 and M6 motorway links.

Parry Lane (Bradford)

Project overview

Parry Lane is a 4.1 ha site planned to deliver 11,965 sq m of B1/B2/B8 floor space.

Site benefits

Parry Lane offers the opportunity for the redevelopment of a brownfield site located in an established business area of Bradford. The site has good access to the main arterial routes leading to the M606 and M62 providing east / west connectivity. The site will be fully remediated by Summer 2022 .

Remediated mine-workings and extensive earthworks have created 3 developable platforms connected to the local highway by a new access road. The progress made in redeveloping this site, including over £100k investment in local Biodiversity, can be viewed in the video below.

South Kirkby (Wakefield)

Project overview

South Kirkby Business Park is already in development with five units already completed. Further land is available for construction of B1/B2/B8 floor space. A further phase of development is due to start on plot 3 in March 2020 to deliver 4 commercial units ranging from 10,000 sq ft to 20,000 sq ft. The first three of these units will be available for occupation in March 2021.

The site is located adjacent to the new A628 Hemsworth Bypass which links the A1 and West and North Yorkshire with the main industrial conurbations of South Yorkshire. It is an oven ready site ideally suited to environmental industries or manufacturing supply chain activities. This development is an extension to the existing South Kirkby Business Park.

Staithgate Lane is an 8.5 ha site planned to deliver 16,700 sq m of B1/B2/B8 floor space.

Staithgate Lane provides a natural extension to an existing Euroway Trading Estate development in a prime Bradford location. The site has excellent connections to the Strategic Road Network as it lies directly adjacent to the M606 which provides direct access to the M62 motorway via Junction 26. This gives the site a superb strategic position, centrally located on the East/West M62 motorway link across the country.
