Leeds Integrated Station Masterplan (LISM)
Leeds Railway Station is the busiest station in the North and the second busiest outside of London. About 34 million passengers use the station a year which is comparable to London Kings Cross.
West Yorkshire Combined Authority and Leeds City Council have been working closely with DfT, Network Rail, Transport of North and HS2 Ltd in developing the Leeds Integrated Station Masterplan (LISM). LISM is seeking to redevelop Leeds combined station and the adjacent environment in a coherent way, by creating a world class gateway for the City Region which integrates High Speed Rail (HS2), Northern Powerhouse Rail (NPR) and classic rail services.
The objectives of LISM are to help the station to achieve its long term aim of being:
- A major transport hub
- A functional business
- A civic gateway
- A shop window for rail and for Leeds City Region
- A major economic artery
The key part of the scheme is to address the increasing capacity for pedestrians/ passengers within the station to meet the projected growth in demand anticipated to be an increase of 81% by 2043. While Covid-19 has an impact on rail demand in the short term, it is believed that it will only have a minimal impact on demand in the long-term.
Network Rail is now working on an Outline Business Case submission on the Leeds Existing Station Programme. It is envisaged that an submission will be made to DfT through the Rail Network Enhancement Pipeline by March 2022.
