West Yorkshire is a globally-focused region that attracts and supports international businesses and investors. This prospectus provides a snapshot of our Spatial Priority Areas (SPAs) and the opportunities that they present for the region, including sites that are available for investment.

West Yorkshire is a globally-focused region that attracts and supports international businesses and investors. It brings together the vibrant cities, lively towns, stunning countryside and dynamic rural communities of Bradford, Calderdale, Kirklees, Leeds and Wakefield.

With a £58 billion regional economy, a population of 2.3 million, and 95,000 businesses we are the economic, cultural and geographic heart of Yorkshire and an essential part of the Northern Powerhouse.

Our Spatial Priority Areas (SPAs) are the largest and or most strategic growth opportunities within West Yorkshire requiring coordinated infrastructure investment. The SPAs have been developed and are to be actively managed to ensure that:

  • We are doing all we can to bring forward the 60,000 extant housing permissions across West Yorkshire in the context of high demand for homes.
  • We are doing all we can to support jobs growth by better understanding local supply and demand for strategic employment land.
  • We are raising the profile of those areas in our city region with critical infrastructure and economic resilience challenges.
  • We are prioritising development in locations served by sustainable transport networks.

The SPAs are a mix of broad areas, clusters of individual sites and single large strategic sites.

Our strategic pipelines (including employment, housing and transport) complement the SPAs providing a more comprehensive list of priority sites or schemes.

Many of the employment and housing pipeline sites fall within SPAs and the SPAs are, in some instances, aligned with enabling transport schemes through transport pipelines. 

The built environment is fundamental to these ambitions. Within this prospectus, you will find some of our priority sites for future growth and development across the region.
