It is an exciting time to be joining the Combined Authority, following the announcement of a £1.8bn devolution that has been secured for West Yorkshire and the arrival of the new West Yorkshire Mayor Tracy Brabin. She has placed bus reform at the heart of her priorities, pledging to bring buses back into local control, introduce simpler fares, contactless ticketing and greener buses.

Devolution will enable us to drive up living standards for local communities while tackling the climate emergency and helping to deliver our commitment to become a net-zero carbon economy by 2038. The Role

We’re at an exciting junction in the evolution of the bus network and services within West Yorkshire. The election of the region’s first Mayor with a pledge to bring buses back into local control set against a backdrop of change within the bus industry and a need to address the climate emergency represents a unique set of circumstances that have provided the opportunity to shape how we want a future bus network and services to look to ensure it delivers benefits for the residents and businesses of West Yorkshire.

We’ve recently adopted the first Bus Enhanced Partnership for West Yorkshire. This creates a stronger working relationship between the Combined Authority and the bus operators. We are looking for a highly motivated and experienced individual to take the lead on all aspects of the delivery of this important programme for achieving bus reform. As the Bus Partnership Manager you would play a major role in evolving the Bus Enhanced Partnership to cover the full remit of ambition as set out in the Bus Service Improvement Plan.

We are looking to appoint a permanent full-time Bus Partnerships Manager to the Transport Policy function within the Combined Authority to work with internal colleagues, district partners, bus operators and other key stakeholders to develop and deliver the Bus Enhanced Partnership, particularly focussing on:

  • Overseeing the successful implementation of the first Bus Enhanced Partnership Scheme relating to bus priority infrastructure.
  • Developing additional Bus Enhanced Partnership Schemes that align with the themes set out in the Bus Service Improvement Plan.
  • Working closely with bus operators, district partners and other key stakeholders to create a full partnership approach.
  • Lead negotiations with bus operators and districts for the inclusion and contractualisation of interventions in Bus Enhanced Partnership Schemes.
  • Managing the Bus Enhanced Partnership, including the monitoring of implemented Bus Enhanced Partnership Schemes and line management of a Project Assistant.
  • Reporting of progress to internal and external boards and audiences, particularly those connected with the West Yorkshire Bus Alliance and the Mayor.

About you

We are looking for an enthusiastic individual who can work effectively with a range of stakeholders.

  • The individual would also have experience of managing complex projects and programmes.     
  • Applicants should have a degree in transport    planning or a comparable degree.
