We currently have a vacancy for a Bus Policy Manager to join our Transport Policy team.

It is an exciting time to be joining the Combined Authority, following the announcement of a £1.8bn devolution deal that has been secured for West Yorkshire and the arrival of the new West Yorkshire Mayor Tracy Brabin. She has placed bus reform at the heart of her priorities, pledging to bring buses back into local control, introduce simpler fares, contactless ticketing and greener buses.

Devolution will enable us to drive up living standards for local communities while tackling the climate emergency and helping to deliver our commitment to become a net-zero carbon economy by 2038. Developing bold policies and strategies to drive the economy forward and support individuals has never been so important.

The Role

We’re at an exciting junction with bus policy in West Yorkshire. The election of the region’s first Mayor with a pledge to bring buses back into local control set against a backdrop of change within the bus industry and a need to address the climate emergency represents a unique set of circumstances that have provided the opportunity to shape how we want a future bus network and services to look to ensure it delivers benefits for the residents and businesses of West Yorkshire.

We’ve recently adopted the first Bus Enhanced Partnership for West Yorkshire. This creates a stronger working relationship between the Combined Authority and the bus operators.

We are looking for a highly motivated and experienced individual to take the lead on all aspects of future bus policy, including bus reform.

As the Bus Policy Manager you would play a major role in leading the transformation of the bus offer across West Yorkshire to make it a natural choice for the residents of West Yorkshire. The role will lead on overseeing the Bus Enhanced Partnership and delivering on the ambition for bus as set out in the Bus Service Improvement Plan.

We are looking to appoint a permanent full-time Bus Policy Manager to the Transport Policy team within the Combined Authority to work with internal colleagues, district partners, bus operators and other key stakeholders to develop and deliver the future policy for Bus, particularly focussing on:

  • Leading the bus policy team within the Transport Policy Team
  • Overseeing the implementation of the first Bus Enhanced Partnership.
  • Lead the Policy input and business case for Bus Reform
  • Lead the development of the policy for transport affordability and integrate the Bus Service Improvement Plan into the next Local Transport Plan
  • Working closely with bus operators, district partners and other key stakeholders to create a full partnership approach.
  • Lead on engagement with the Mayor and Members on bus policy issues

About you

We are looking for an enthusiastic individual who can:

  • lead a team
  • work effectively with a range of stakeholders including being comfortable working with politicians and senior leaders
  • have experience of developing policies and strategies and supporting implementation plans
  • experience of managing external consultants
  • Have the ability to develop new solutions and ideas to complex and challenging issues particularly reducing carbon emissions from transport and promoting inclusive growth.
  • Applicants should have a degree in transport planning or a comparable degree.
