Corporate Programme Lead – Sustainable Development

This post is only open to Bradford Council Employees who are on Established or Fixed Term Contract because the Council has to consider employment opportunities for its workforce.

The Code of Practice on the English language requirement for public sector workers, Part 7 of the Immigration Act 2016, requires that Councils ensure that all candidates applying for customer facing posts must be assessed in order to establish their fluency in English.

Are you a committed business change specialist with demonstrable experience of enabling and delivering programmes, projects or services that deliver organisational or place-based sustainability?  If so, we would like to hear from you.

You will support and drive the coordination and delivery of a sustainable development programme, ensuring significant progress on the new Council Plan and Sustainable District Priority Outcome and the Sustainable Development Action Plan. You will work to the Strategic Director for Place, as the corporate management lead for sustainable development, and strategic partners, to deliver business change at a District level on sustainability, using a high level of skills, knowledge and experience of the subject matter to actively contribute to the successful implementation of major transformational change.   This work will support our ambition of becoming the UKs leading ‘clean growth’ District.


You will have expertise in providing coordination and consistency of performance, working within the corporately adopted governance and programme management cycle and methodology to successfully develop, manage and implement programmes and project plans within time, cost and quality parameters.  Experience of policy, communications and engagement, as well as any real-world involvement in business or community investments and change processes welcomed.


You will be required to demonstrate knowledge and understanding of the Sustainable Development agenda including the levers and drivers for change.


A degree or equivalent level or professional qualification in a relevant discipline is required and a formal Project Management qualification e.g. PRINCE 2, MSP or significant programme and project management experience amounting to 5 years.
