It is an exciting time to be joining the Combined Authority, following the announcement of a £1.8bn devolution deal that has been secured for West Yorkshire. Devolution will enable us to drive up living standards for local communities while tackling the climate emergency and help deliver our commitment to become a net zero carbon city region by 2038.
Reporting to the Head of Research and Intelligence you will provide leadership to the organisations economic and transport research work, guiding the development of our analytical capacity in these key areas of work.
Your leadership role will shape the shape the nature, range and scope of our work on local economies and improve our understanding of the role the transport system plays in supporting and driving economic growth.
This role will appeal to you if you have a strong grounding in the use and analysis of economic data at the local level built on a firm grasp of the structure and performance of the Leeds City Region, Yorkshire and UK economies.
You will need a strong understanding of how local economies function grounded in a professional understanding of macro-economic systems nationally and internationally.
You will have a strong grasp of key national and local economic intelligence sources and the key datasets which underpin them along with a working knowledge of economic forecasting techniques as well.
This is an exciting role which will significantly shape the way we capture, use and communicate data on economic trends analysis in the West Yorkshire economy. The role will also provide leadership to our partnership working across key stakeholders ensuring that the Combined Authority’s and Leeds City Region LEP’s economic intelligence shapes the work of our partners.

You will need to have the ability to communicate and effect change through your grasp of key data sets and the quality of the analytical insights you use to shape the development of the Combined Authority’s projects and the funding we need to deliver these projects.
You will need to be able to show an excellent grasp of the full range of economic, demographic and transport data published by ONS (Office for National Statistics) and key government departments (especially DfT and Defra) along with an excellent grasp of primary research design techniques (and the commissioning of these in areas such as B2B survey design work).
You will also play a key role in ensuring that the Combined Authority shapes local and national government thinking through the communication of our ongoing research work in key policy areas such as innovation and productivity.
A background in a large multi-disciplinary research or economics environment within a public sector delivery setting would be useful but is not essential as we are primarily interested in your proven ability to affect corporate change based on the quality of your analytical insights.
