We are currently seeking to appoint an Evaluation Analyst for our Research and Intelligence team. You will work in a new team tasked with managing the evaluation work program for the £317m LCR Transforming Cities Fund (TCF) Programme.

The Leeds City Region has been successful in securing one of the largest TCF awards in the country. It is an exciting and ambitious programme of transport infrastructure aimed at reducing reliance on car travel and increasing and improving infrastructure for public transport and cycling and walking. This programme is vital in meeting our commitment to become a net zero carbon city region.

The role

Reporting to the new Evaluation Team Leader you will support TCF programme evaluations and assurance framework activity. You will work with stakeholders across the city region to develop, commission and manage a range of project and programme evaluations.

You will provide expert advice and guidance to programme and project managers throughout activity and development to ensure that an effective approach to evaluation is identified at the outset and that this approach is cascaded through the development phase and that an appropriate monitoring framework is adopted. Happy to challenge external consultants and internal commissioners to ensure that evaluations are appropriate, rigorous and represent value for money.

About you

You will be an ambitious, results-focused individual, proficient at managing multiple projects and working flexibly. Key requirements:

  • You will be or have been working on corporate evaluation team’s programme of work ensuring the co-ordination of Assurance Framework project evaluation and ongoing program level impact evaluation work.
  • Worked on evaluating project and schemes ensuring all funding is consistent with recognised national guidance and methodologies.
  • You have been involved in project evaluations to support stakeholders in ensuring the organisation can deliver high quality evaluation strategies and economic impact assessments.
  • Ability and confidence to advise senior figures both within and outside the organisation on procurement and financial responsibilities.
