We are seeking to appoint an Evaluation Manager for our Research and Intelligence team. You will lead the overall program of evaluation activity whilst leading a new team working on the monitoring and evaluation of the £317m Transforming Cities Fund (TCF) Programme.
The Leeds City Region has been successful in securing one of the largest TCF awards in the country. It is an exciting and ambitious programme of transport infrastructure aimed at reducing reliance on car travel and increasing and improving infrastructure for public transport and cycling and walking. This programme is vital in meeting our commitment to become a net zero carbon city region.
Reporting to the Head of Research and Intelligence you will lead a team of analysts tasked with managing and co-ordinating the organisation project evaluation pipeline. In your role you will lead on all aspects of high level impact evaluation activity across the Strategic Economic Framework, the evaluation of the Growth Deal and the TCF program.
You will also be responsible for stage 7 of the LCR Assurance Framework (project closure and lessons learned) and will be responsible for ensuring all project evaluations are compliant with the LCR Assurance Framework, LEP Growth Deal Guidance and HMT (Her Majesty’s Treasury), Green Book best practice and CA’s newly adopted Evaluation Strategy.
The communication and dissemination of all project and program learning will be key to success in this role and you will need to work closely with the communications team to leverage key external successes and “What Works” messaging to drive engagement of our national and local partners.

You will be an ambitious, results-focused individual, proficient at managing multiple projects and working flexibly. Key requirements:
- Experience of managing a corporate evaluation team’s program of work ensuring the co-ordination of Assurance Framework project evaluation and ongoing program level impact evaluation work.
- Significant experience of evaluating major schemes ensuring all funding streams is consistent with recognised national guidance and methodologies.
- Experience of managing project evaluation to support to district partners ensuring the organisation is capable of delivering high quality evaluation strategies and economic impact assessments.
- Ability and confidence to advise senior figures both within and outside the organisation on procurement and financial responsibilities.
