West Yorkshire Combined Authority are seeking an experienced manger to lead our approach to planning, placemaking, and environmental and biodiversity services for development and delivery of the Mass Transit Programme.

It is an exciting time to be joining the Combined Authority, following the £1.8bn devolution deal and the election of our first Mayor of West Yorkshire. Devolution will enable us to drive up living standards for local communities while tackling the climate emergency and help deliver our commitment to become a net zero carbon city region by 2038.

The West Yorkshire Combined Authority is the Transport Authority for the region, and we have recently published our West Yorkshire Mass Transit Vision 2040 – it forms a key part of our future pipeline to create a greener, more inclusive and better connected West Yorkshire.

In November 2021 the Government published the Integrated Rail Plan. This confirms the funding for West Yorkshire Mass Transit. “We commit today to building a Mass Transit System for Leeds and West Yorkshire, and to supporting West Yorkshire Combined Authority over the long term to ensure that this time, it gets done. That work begins now, with £200m of immediate funding to plan the project and start building it, with the first services operational in the second half of this decade.”

Transport is the biggest carbon emitting sector of the West Yorkshire economy. To meet our target, we must reduce transport’s carbon emissions, and Mass Transit will play a key role in achieving this. We need to grow our environmental and place team to help develop and deliver our bold and ambitious Mass Transit plans.

We bring together local councils and businesses, through the Leeds City Region Enterprise Partnership (LEP) ensure that our work meets the needs of employers so that everyone in our region can benefit from economic prosperity supported by a modern, accessible transport network, housing and digital connections.

 

 

The Role

Depending on your skills and experience, your key responsibilities will include a combination of:

  • Development of the Environmental Strategy and EIAs, planning, and placemaking to deliver the ‘Design Principles’ encapsulated in the Mass Transit Vision.
  • Lead on driving inclusive economic growth and clean growth within the design of Mass Transit
  • Lead the approach to planning policies to safeguard and protect the proposed route corridors

You will be able to shape the client and consultant team to help you deliver this.

  • You will have a track record of success of providing leadership on planning, environmental assessments, biodiversity and place-making within projects.
  • Experience of working in partnership with others
  • Experience of leading, managing and developing a high performing team
