We are recruiting a Portfolio Manager who will be part of our Portfolio Management and Appraisal (PMA) team working in The Transforming Cities Fund (TCF) team with funding of £317m over 3 years.
The Leeds City Region has been successful in securing one of the largest TCF awards in the country. It is an exciting and ambitious programme of transport infrastructure aimed at reducing reliance on car travel and increasing and improving infrastructure for public transport and cycling and walking. This programme is vital in meeting our commitment to become a net zero carbon city region.
Reporting to the PMA Portfolio Lead, you will have responsibility for ensuring schemes which meet the strategic aims of the organisation, have a robust commercial, economic, financial and management case are developed and delivered. They are carried out within the agreed time, cost and quality framework. The key responsibilities include:
- Managing the governance aspects of the assurance process, ensuring that timely assurance process decisions are made and that the committee reports which inform these decisions meet the content and transparency requirements.
- Responsible for developing and implementing the necessary processes and procedures to support the delivery of the Combined Authority’s Portfolio.
- Developing, updating, and embedding the assurance templates which projects are required to complete as they proceed through our Assurance process.

You will have experience in the assurance, governance or management of portfolios or large programmes. Alternatively, we would welcome applications from candidates who have a track record of successful project delivery, project appraisal and / or project assurance and as a result could apply their skills to the Combined Authority’s portfolio management. Experience of prioritising, planning and organising workloads to manage expectations and deadlines as well as the ability to develop strong working relationships.
