Two exciting opportunities have arisen to play a pivotal role in developing new programmes and initiatives to support the regions digital ambitions.  

West Yorkshire Combined Authority and partners are seeking to appoint an exceptional individual to work across the regional digital ecosystem to join our team.  

West Yorkshire Combined Authority is now responsible for the delivery of the £1.8 billion devolution deal for West Yorkshire and is the home of the newly elected West Yorkshire Mayor, Tracy Brabin, the first woman to be elected as a Metro Mayor. It is an exciting time to join our brilliant and unique organisation, tasked with improving our region and the lives of its residents.

Devolution will enable us to drive up living standards for local communities while tackling the climate emergency and help deliver our commitment to become a net zero carbon city region by 2038.

Two new Digital roles are available in our Policy and Development Team:

Programme Development Lead (Digital)

The key objective of this role is to work across partners to help shape, develop and implement the regional digital strategy (the Digital Framework) and take the Local Digital Skills Partnership Action Plan into delivery. You will be working with and across a range of internal and external partners to take forward the priorities, including establishing appropriate regional engagement and governance mechanisms and developing a pipeline of digital programmes.

This is a high profile and varied position, providing a unique opportunity to contribute to maximising the opportunities to drive sustainable economic growth. It is also a chance to build strong, lasting and productive relationships across a range of critical stakeholders

The Role

Two new Digital roles are available in our Policy and Development Team:

Programme Development Lead (Digital)

The key objective of this role is to work across partners to help shape, develop and implement the regional digital strategy (the Digital Framework) and take the Local Digital Skills Partnership Action Plan into delivery. You will be working with and across a range of internal and external partners to take forward the priorities, including establishing appropriate regional engagement and governance mechanisms and developing a pipeline of digital programmes.

This is a high profile and varied position, providing a unique opportunity to contribute to maximising the opportunities to drive sustainable economic growth. It is also a chance to build strong, lasting and productive relationships across a range of critical stakeholders

The Role:

Matrix managed by both the Innovation and Digital Policy Manager, with and Employment and Skills Policy Manager, your key responsibilities will include:

  • Leading on partnership work across the digital tech sector, digital transformation and inclusion and skills agendas (including the evolution of the Local Digital Skills Partnership).
  • Leading programme development and supporting policy making across the digital agenda and contributing to the broader agendas of the team
  • Working closely with organisations/stakeholders across West Yorkshire to build local capacity and co-design programmes to establish a pipeline of projects across the digital
  • Developing business cases that support securing funding for projects that deliver improvements for residents and business in West Yorkshire

Programme Development Lead (Project Gigabit)

Delivering gigabit capable infrastructure is a priority for the Government in order to close the digital divide. To ensure that consumers and businesses across the UK can take advantage of the social and economic benefits of digital connectivity, it is crucial that rural communities and the most difficult to reach premises are not left behind and that there is good digital coverage where people live, work and travel.

The Government has set ambitious targets to accelerate delivery of gigabit capable digital infrastructure in the UK working in partnership with Combined authorities and their local authority partners.

This post is an opportunity to take a lead role in supporting delivery of the Government’s Project Gigabit in the region. Working in the place and environment team your role will be to accelerate the commercial delivery of this programme, engage with private sector investors, represent and engage with local stakeholders and ensure the benefits for the region are maximised.

The Role:

Managed by the Head of Strategic Networks your responsibilities will include: 

  • Taking a lead role across West Yorkshire and within the Combined Authority on delivering the local requirements of Project Gigabit, including stakeholder management, government and coordination, data integration, demand stimulation and communications.
  • Influencing the planned Project Gigabit build in the area through participation in various governance forums to ensure the right actions are taken during design and build.
  • Working with a range of partners to raise risks and issues.
  • Integrating data, including commercial build and Project Gigabit roll out, to identify datra issues, risks and overlapping conflicts.
  • Supporting the Combined Authority, LEP Board and Place Committee to drive our digital infrastructure agenda across West Yorkshire.
  • Providing strategic direction, leadership, and day to day support to other team members as required.

About you

Programme Development Lead (Digital)

You will have the following key skills, attributes, education and experience

  • Positive and proactive member of a small team, providing leadership in your subject area across the organisation and West Yorkshire
  • A collaborator with experience of effective partnership working with a range of stakeholders including business, education providers, local and national government
  • An understanding and appreciation of policy development
  • Experience of leading the development of programmes or projects with a range of partners

Programme Development Lead (Project Gigabit)

You will have the following key skills, attributes, education and experience:

  • Experience in a similar role including experience of developing and delivering place-making or infrastructure policies/strategies.
  • Demonstratable knowledge and experience of delivering a range of technical place-making or infrastructure projects and programmes.
  • Experience of developing significant funding packages to deliver projects and programmes for place-making or infrastructure activities.
  • Significant experience of acting as a senior technical advisor and champion on matters relating to place-making or infrastructure issues.
  • Significant experience of managing your own time with the ability to use initiative and solve problems quickly
  • Experienced at establishing and supporting partnerships and long-term relationship with key regional partners
  • Experience of leading the development and delivery of corporate approaches to improve internal process or procedures and drive better outcomes
