The Authority is chaired by the England’s first female elected Mayor, Tracy Brabin. The Mayor is a strong champion for the region, making sure that the voice of the people of West Yorkshire is heard in Westminster. 

 

The Authority is now taking the next step to deliver for the region, benefiting from the largest devolution deal in England. Over £2bn of new funding is giving our region greater freedom to decide how best to meet local needs and create new opportunity, through investment in transport, skills, culture, housing, and the environment. The West Yorkshire Mass Transit is central to this ambition. We want to deliver a new, high-quality Mass Transit system for West Yorkshire which will connect people across our region by 2040. 

Following the creation of a new Mass Transit Directorate to develop the Mass Transit programme, we are seeking new team members to support the route design and programme/project management functions. 

We are looking for a Programme Manager to lead the programme management function for Mass Transit including work with government departments, formal reporting, and controls to governance forums, and ensuring alignment with corporate objectives. We are looking for an individual who can build effective working relationships, effective communication skills and is organised and motivated to deliver high-quality programme management outputs. 

 

The Role

Reporting into the Head of Mass Transit Delivery your key responsibilities will be to:

  • Design, implement and maintain the programme management systems and processes required for delivering the objectives of your function to support WYCA in achieving its vision.
  • Take a pro-active corporate role in the management of your function including participating in delivering your directorate’s objectives.
  • Demonstrate commitment to corporate processes and ensure these are delivered at all times.
  • Be a visible and enthusiastic manager, encouraging partnership working across the organisation.
  • Influence, develop and motivate your team, taking a positive approach to their development.

About you

You will have the following key skills, attributes, education and experience

  • Holds a Degree in a relevant field or relevant demonstrable practical experience.
  • Relevant Professional Qualification (PRINCE2 Practitioner, MSP Practitioner or equivalent) 
  • Membership of a relevant professional body e.g. RTPI, RICS, ICE, IHT, APM, CIOB delete as appropriate
  • Practical experience of successfully performing in a similar role.
  • Experience of prioritising, planning and organising workloads to manage expectations and deadlines.
  • Experience of managing people including appraisals, performance management, disciplinary, recruitment and selection.
  • Demonstrable experience of managing and championing change successfully.
  • Strong communication skills with the proven ability to influence, negotiate and challenge.
  • Experience of making compelling business cases/ reports to a range of audiences.
  • Demonstrable experience of successfully managing budgets in line with programme requirements and dependencies.
