The Combined Authority brings together the West Yorkshire Partner councils plus York, the business community via Leeds City Region Enterprise Partnership and also takes in the former Passenger Transport Executive (branded Metro). Overall, the Combined Authority covers a population of around 2.5 million people and represents the largest economy outside London.

The West Yorkshire Combined Authority’s Portfolio Management and Appraisal Team (PMA) oversees the £1bn+ portfolio of programmes and projects. These schemes are either delivered directly by the Combined Authority or through one of our partner organisations (in the public and private sector).
Whichever the delivery route, the PMA has responsibility for ensuring that only schemes which meet the strategic aims of the organisation and have a robust strategic, commercial, economic, financial and management case are developed and delivered, and they are carried out within the agreed time, cost and quality framework.
The projects which the Combined Authority promotes and funds, and which are appraised by the PMA, cover a broad range and include infrastructure schemes covering transport, housing, regeneration and clean growth, as well as digital connectivity and business support.
We are seeking a professional and enthusiastic project appraisal manager to join our PMA team.
Based in the Combined Authority’s offices in Leeds, this is a critical role within the team and you will report into the Senior Project Appraisal Manager. Your key responsibilities will include:
- Being responsible for the appraisal of schemes coming through the Combined Authority assurance process in accordance with the Leeds City Region Assurance Framework.
- Acting as a case officer, by undertaking reviews of business cases coming forward for approval in the Combined Authority assurance process.
- Liaising with scheme promoters to resolve detailed queries flowing from business case reviews.
- Ensuring appropriate quality assurance processes are in place and adhered to.
This is an ideal development opportunity for someone looking to develop their skills in Business Case development and to gain further understanding and experience of the work that the PMA and Appraisal teams carry out.

This role offers an excellent opportunity for a candidate who has experience in project appraisal and / or project assurance of programmes or projects.
Alternatively, we would welcome applications from candidates who have a track record of successful project delivery or experience in the assurance, governance or management of projects and as a result could apply their skills within the Combined Authority’s Portfolio Management and Appraisal (PMA) team.
