Do you want to play a leading role in reshaping our local economy and forging better futures for millions of people? That’s precisely what is on offer at the Combined Authority where an exciting opportunity has arisen for a Project Appraisal Manager to join a friendly and professional team.

We are looking to appoint Project Appraisal Managers to be part of our expanding Portfolio Management and Appraisal (PMA) team based within the West Yorkshire Combined Authority Delivery Directorate.

It is an exciting time to be joining the Combined Authority, following the announcement of a £1.8bn devolution deal that has been secured for West Yorkshire. Devolution will enable us to drive up living standards for local communities while tackling the climate emergency and help deliver our commitment to become a net zero carbon city region by 2038.

The Role

The PMA team oversees the portfolio of programmes and projects. These schemes are either delivered directly by the Combined Authority or through one of our partner organisations (in the public and private sector). Whichever the delivery route, the PMA has responsibility for ensuring that only schemes which meet the strategic aims of the organisation and have a robust strategic, economic, commercial, financial, and management case (in accordance with the central Government Green Book Appraisal & Evaluation, and Five Case Model) are developed and delivered, and that they are carried out within the agreed time, cost, and quality framework. 

The projects which the Combined Authority promotes and funds, and which are appraised by the PMA, cover a broad range, and include infrastructure schemes covering transport, housing, regeneration, and clean growth, as well as digital connectivity and business support.

Reporting into the Lead Appraisal Manager, the key responsibilities are but not limited to:

  • Be responsible for appraising projects and programmes by undertaking reviews of business cases coming forward for approval through the Combined Authority assurance process, in accordance with the Leeds City Region Assurance Framework.
  • Liaising with scheme promoters to resolve detailed queries flowing from business case reviews.
  • Ensuring appropriate quality assurance processes are in place and adhered to.
  • Support the integration of the Combined Authority’s Carbon Impact Assessment tool in the submission and appraisal of business cases.

About you

This role offers an excellent opportunity for a candidate who has experience in project appraisal and / or project assurance of programmes or projects.

Alternatively, we would welcome applications from candidates who have a track record of successful project delivery or experience in the assurance, governance, or management of projects and as a result could apply their skills within the PMA team.

Further to the City Region Sustainable Transport Settlement, we are particularly interested in candidates who have experience in transport and / or clean growth.
