The Economic Implementation Team are expanding rapidly due to the influx of new funds and are seeking to appoint a dedicated Project Assistant to join our friendly and professional team.

The Economic Implementation Team, which is an integral part of the Delivery Directorate, has a diverse and wide-ranging portfolio including delivery of Housing & Regeneration, Clean Growth, Broadband and Enterprise Zone programmes.   

We are looking to appoint a Project Assistant to be part of our Delivery directorate working within the Economic Implementation team focussing on Programme Development.

It is an exciting time to be joining the Combined Authority, following the announcement of a £1.8bn devolution deal that has been secured for West Yorkshire. Devolution will enable us to drive up living standards for local communities while tackling the climate emergency and help deliver our commitment to become a net zero carbon city region by 2038.

The Combined Authority Delivery Directorate is currently managing around £2 billion of investments being used to deliver exciting schemes across the Leeds City Region and West Yorkshire in partnership with local authorities. 

The Programme Development team within Economic Implementation is responsible for looking ahead and developing the future programmes and projects that will deliver the Clean Growth Action Plan targets towards achieving the net zero carbon economy by 2038.

Working with the Policy team, we develop new programmes and projects for delivery using the £40m of Gainshare funding alongside Government funding streams such as Social Housing Decarbonisation Fund (SHDF) and Community Renewals Fund (CRF) and the Shared Prosperity Fund (SPF). The team will provide a focus on delivery, project management and understanding of procurement routes to develop new programmes and projects that will be delivered by the rest of the team.


The Role

The successful candidate will support the delivery of complex projects and take ownership for smaller scale work packages and initiatives. They will be a visible and enthusiastic team member, with a collaborative working style and can build excellent working partnerships at all levels.

Reporting into the Project Manager, the key responsibilities are but not limited to:

  • Playing a key role in our Economic Implementation team, which is part of the Delivery Directorate.
  • Working on a wide range and diverse portfolio of non-transport projects including delivery of Housing & Regeneration, Clean Growth, Broadband and other initiatives to drive delivery.
  • Leading project administration and document control.
  • Organising & taking part in project meetings.
  • Undertaking project reporting & project monitoring.
  • Coordinating the project team and liaison with project stakeholders.
  • Being a visible and enthusiastic team member, with a collaborative working style and have the ability to build excellent working partnerships at all levels.

The role holder will be primarily based in Leeds City Centre with some remote working, there may be requirements to undertake site visits and meetings across the Leeds City Region.

About you

The successful candidate will ideally have experience of working in a project delivery environment and have excellent organisation skills. They will be a confident communicator with the ability to navigate complex stakeholder relationships and drive progress on project delivery. Critically, they will have enthusiasm to develop as a project delivery professional.

You will have the following key skills, attributes, education and experience:

  • You will be educated to a degree level or have equivalent practical experience of working in a similar role.
  • You will have knowledge of project management methodologies such as PRINCE2 and have experience of supporting the delivery of projects to time, scope and budget in a fast-paced business change environment.
