West Yorkshire Combined Authority are seeking an experienced project manager to join a new Transport and Mass Transit Development team.

 It is an exciting time to be joining the Combined Authority, following the £1.8bn devolution deal and the election of our first Mayor of West Yorkshire. Devolution will enable us to drive up living standards for local communities while tackling the climate emergency and help deliver our commitment to become a net zero carbon city region by 2038.

Our transition to a Mayoral Combined Authority also allows us access to a range of new funding opportunities, including a £4.2 billion fund across all modes including mass transit. 

We bring together local councils and businesses, through the Leeds City Region Enterprise Partnership (LEP) ensure that our work meets the needs of employers so that everyone in our region can benefit from economic prosperity supported by a modern, accessible transport network, housing and digital connections.


The Role

Your key responsibilities will include:

  • Development and management of the mass transit programme plan including work packages of the project to ensure we deliver on time, on budget, and within quality parameters.
  • Lead as needed on the development and management of the project management approaches for other transport projects or programmes in development.
  • Reporting, ensuring compliance with governance and overseeing budgetary planning, forecasting and financial control including contractual arrangements.
  • Identifying issues and risks affecting programme delivery and propose actions to address or mitigate these.

You will report into the Head of Mass Transit, although the team structure may change as the team expands.

About you

You will have the following key skills and attributes:

  • Experience of project managing complex, capital investment and engineering projects, ideally with relevant professional qualifications.
  • You will be able to demonstrate your experience in programme and project management, construction management, change control, schedule management and design management.
  • Experience of working in partnership with others including political members, suppliers, public and private organisations and residents.
