The Combined Authority brings together district partners, the business community via Leeds City Region Enterprise Partnership and also takes in the former Passenger Transport Executive (branded Metro). Overall, the Combined Authority covers a population of around 2.5 million people and represents the largest economy outside London.

 The West Yorkshire Combined Authority is seeking to strengthen its Implementation team which oversees a £1bn plus portfolio of capital projects.  These projects are delivered by the Implementation Team.


The role

The Project Manager (Rail) is a key function within the project management team. This role is to deliver capital rail projects, which is an essential part of the Combined Authorities delivery. You will:

  • lead the planning and delivery of high profile rail projects
  • lead multi-disciplinary teams working on rail projects
  • manage the development of business cases, scope and tolerances of project
  • lead on the development of requirements to achieve strategic business outcomes
  • engage with a wide range of stakeholders to ensure their requirements are being met
  • have a collaborative working style and be a team player
  • help to deliver projects on time, to quality and budget in a fast moving project environment.  


The person

We are looking for a candidate with a project management background who is proactive, with excellent communication skills and an ability to build strong partnership relationships.


The Projects

The first assignment for the successful candidate will be to lead the Combined Authority’s Rail Park and Ride projects. This involves defining the scope of the works for additional station car parking, developing the business case and managing delivery. The successful candidate will work with the delivery partner’s designers and stakeholders to deliver additional car parking provisions at a number of railway stations in West Yorkshire.
