An exciting opportunity has arisen for an exceptional team leader who wants to play a key role in enhancing our support for business and shaping better economic outcomes for people in the Leeds City Region.
It is an exciting time to be joining the Mayoral Combined Authority. We have a wide variety of exciting projects that we are working on which will help shape the West Yorkshire region.
In 2021 the £1.8bn devolution deal was secured for West Yorkshire. This meant the first Mayor of West Yorkshire was subsequently elected, with Tracy Brabin taking up post in May 2021. The devolution deal and election of the Mayor has enabled us to start to drive up living standards for local communities while tackling the climate emergency and helping to deliver our commitment to become a net zero carbon city region by 2038.

West Yorkshire Combined Authority is seeking to appoint a team leader to manage the ESF-funded Skills for Growth programme. This post will be part of the Employment and Skills team with line management of 8 Business Partnership Advisers. The programme focuses on pro-actively identifying and building relationships with a wide range of small and medium sized enterprises (SMEs) to support them to engage with the full breadth of the education system.
The successful applicant will:
- Line manage 8 Business Partnership Advisers, including staff based remotely, in line with the Combined Authority’s policies and procedures, including provision of appropriate coaching and guidance support.
- Lead a multi-disciplinary project team to develop and deliver the complex and high profile Skills for Growth programme, ensuring that the requirements of the European Social Fund (ESF) are met.
The primary aim of the programme is to contribute to the Employment and Skills Framework objective to widen employment, skills, apprenticeship and progression opportunities (for more information please see the LCR Employment and Skills Framework).

We are looking for a highly motivated individual to lead a business facing ESF funded programme. The successful applicant will be able to work flexibly across the Leeds City Region in a high-profile and demanding environment – often working to tight deadlines.
The successful applicant will have knowledge and experience of publicly funded programmes, and in particular ESF employment and skills programmes. They will have project management experience of engaging with small and medium sized businesses to influence organisational outcomes.
The applicant will be highly competent in using online programme monitoring systems and utilising our CRM system. Excellent communication skills are required in order to manage a remote team and liaise with partners to ensure the programme engages a wide range of SME businesses.
The successful applicant will be based in Leeds and required to travel to regional offices, businesses and partners across Leeds City Region.
