West Yorkshire Combined Authority are seeking to appoint a highly motivated Project, Procurement & Contract Lawyer to join our Legal Services team.
We bring together local councils and businesses, through the Leeds City Region Enterprise Partnership (LEP) ensure that our work meets the needs of employers so that everyone in our region can benefit from economic prosperity supported by a modern, accessible transport network, housing and digital connections.
It is an exciting time to be joining the Combined Authority, following the announcement of a £1.8bn devolution deal that has been secured for West Yorkshire. Devolution will enable us to drive up living standards for local communities while tackling the climate emergency and help deliver our commitment to become a net zero carbon city region by 2038.
Reporting into the Lead Lawyer your key responsibilities will include:
- Experience of advising on the implementation and interpretation of Procurement
- Regulations including advising on risk and in relation to procurement challenges.
- Experience of advising on and drafting complex and high value commercial contractual documentation.
- Experience of advising on major projects or projects with a significant impact on PPC related matters within a public sector or transport environment.
- Experience of negotiating commercial settlements in the public sector.
- Work closely with the strategic procurement function advising on the implementation and interpretation of Public Procurement Regulations, Combined Authority standing orders, tender procedure and all other relevant statutory legislation to ensure legal compliance and minimise procurement risks.
- Provide detailed advice on state aid and competition law including providing risk based advice associated with the provision or receipt of multi-million pound grant funding.

You will have the following key skills, attributes, education and experience:
You will have an excellent track record of providing pro-active, customer focused and authoritative legal advice and support in relation to this function including advising on large scale projects preferably within a public sector or transport environment, matters of procurement and state aid and negotiating and preparing complex contractual documentation.
You will be a qualified Solicitor or Barrister with a current practicing certificate or full CILEX (fellowship) qualification.
Whilst experience in the key responsivities is desirable, we are happy to consider applicants who have transferrable skills and a strong work ethic to enable development into the role.
