In 2023 the UK introduced the Extended Producer Responsibility for Packaging (EPR) policy. The EPR shifts responsibility for the lifecycle of packaging away from consumers and onto producers. It will mean that producers will play a more pivotal role in designing, collecting and recycling packaging materials.

What are the principles of the EPR?

The EPR is expected to reduce the environmental footprint of packaging waste. By promoting a circular economy, the Government aims to decrease reliance on single-use plastics, minimise landfill contributions and mitigate the impact of packaging on ecosystems.

Additionally, the EPR will create employment opportunities in the recycling sector, contributing to the growth of a green economy.

  • Producers take the lead: Producers will be responsible for the full cost of managing packaging waste. This aims to incentivise them to adopt sustainable practices and design packaging with the end-of-life in mind.
  • Regulated fees: The fees producers pay will be modulated based on factors such as recyclability and the use of recycled materials. This aims to encourage the adoption of eco-friendly packaging solutions.
  • Boosting recycling infrastructure: To aid recycling, the EPR aims to enhance recycling infrastructure across the country. This includes investments in collection systems and recycling facilities to ensure efficient waste management.
  • Transparency and reporting: Producers will be required to report on the environmental impact of their packaging to improve transparency and accountability, regulate packaging and make it easier for customers to make informed choices.
