Governance information for the Combined Authority

Find our more about how the Combined Authority is governed.

Constitution of the West Yorkshire Combined Authority

Our Constitution provides the framework within which we conduct our business.  It describes how the Combined Authority operates, how decisions are made, who is responsible for making decisions and the procedures that are followed to ensure we are transparent, accountable and efficient.

The Constitution will be reviewed annually, and minor changes may be made during the year to ensure documents remain fit for purpose.

To help you find your way around the Constitution, we have separated it into sections. We will continue to work on making the Constitution and the information it contains more user friendly and accessible.

The joint Assurance Framework for the West Yorkshire Combined Authority (Combined Authority) and the Leeds City Region Enterprise Partnership (the LEP) sets out the arrangements that the Combined Authority and the LEP have in place to ensure that public money is managed effectively.  It explains how the Combined Authority and the LEP identify, appraise, and evaluate schemes to achieve value for money.

Complaints Procedure

The Combined Authority is committed to providing high-quality services for all members of the public, businesses and organisations. The Combined Authority is the accountable body for the Leeds City Region Enterprise Partnership (LEP).

The Complaints Policy below explains how to make a complaint about the services we provide, what to expect from us when you do and sets out the process we will follow for handling any such complaint.

The form below may be completed if you wish to make a complaint under the Members' Code of Conduct (see Part 5.2 of the Constitution above):
