Elland Road Park and Ride Expansion

Project overview

The Elland Road Park and Ride facility first opened in July 2014 with the provision of 425 parking spaces and a number of bus priority measures into Leeds city centre. Due to popular demand the site was then extended to provide a total of 800 spaces by December 2016.

This project has delivered further upgrades to the existing park and ride facility on Elland Road with the addition of 550 spaces. The entire site is covered by appropriate security measures (CCTV is currently in operation), and disabled parking requirements area provided within close proximity to the bus terminus.

Additional buses have been added as part of this project to improve the service from every 8 minutes to every 6 minutes in peak times. 

In addition, a new road with pedestrian crossing points north of Leeds United Football Club is proposed, which would provide a link from Bobby Collins Way. A new bus route from junction 2 M621 and across Lowfields Road is planned.

FlexiBus East Leeds

Project overview

This project is trialling a digitally enabled Demand Responsive Transport (DRT) service in East Leeds. The pilot sees the introduction of zero emission, flexible and agile bus service based on demand rather than a traditional fixed route of scheduled bus services.

The pilot is the first trial of digital DRT within West Yorkshire and will be used to evaluate the impact, effectiveness and commercial viability of the DRT service for the wider roll out of the service model in West Yorkshire.

During its trial the FlexiBus service will operate within the zone shown in the above diagram.

This project is funded through the Leeds Public Transport Investment Programme and the Local Transport Plan Integrated Block Programme, and Section 106 contributions.

Leeds Bus Station

Project overview

The improvement works at Leeds Bus Station were completed in 2022. The bus station has been updated to provide improved customer experience, to enhance the gateway to Leeds City Centre, and make the building more energy efficient. There are some minor rectification works to complete over the next couple of months.

Leeds Digital Hub

Project overview

The Door-to-Door Community Transport Service will be a free to register (i.e. no membership fee) not for-profit service that matches people to suitable, safe, and affordable transport. This will be achieved by either, signposting people to existing providers that can meet their needs, such as the Access Bus; by connecting them with a volunteer travel companion, or by enabling them to book a journey with a participating community transport provider.

Through funding from the Leeds Public Transport Investment Programme, this project developed plans for a digital transport hub and call centre in Leeds, which would offer information and access to door to door transport.

The project undertook a research and development stage, with a manual pilot in the Beeston and Holbeck areas to gather further information. The project aimed to match existing spare vehicle or seat capacity from transport providers with currently unmet transport needs in the community. This would address isolation and exclusion through facilitating access to local door to door transport.

The project progressed to Outline Business Case but due to increasing project risks the pilot was closed and funding allocated to the scheme has now been redistributed back into the wider programme. The learning and research gathered to date may inform future related schemes or pilots, should alternative investment opportunities become available.

Low Emission Bus Top Up

Project overview

Through funding from the Leeds Public Transport Investment Programme this project will provide additional funding to the Clean Bus Technology Fund to complete the retrofit of all buses to the Euro VI standard that are entering Leeds City Centre.

The project will also provid

e match funding to the Ultra Low Emission Bus Funding for the electric buses operating Stourton Park and Ride.  This has supported the delivery of 5 all-electric buses for Stourton Park and Ride, alongside First West Yorkshire, who are operating the Park and Ride which opened in September 2021.

LPTIP Real Time

LPTIP Real Time

The Leeds Public Transport Investment Programme (LPTIP) has allocated £7.2m of funding for the installation of new Real Time screens at stops, shelters and gateways throughout the City.

Phase one of the Real Time programme, allocated £1.64 million, and has seen the installation of 490 4 line LED displays along bus stop in Leeds with existing shelters and power supplies, and was completed in November 2019.

Phase two of the programme, allocated £5.56 million, will procure 510 battery powered and pole mounted Real Time screens, to be installed at bus stops in Leeds without power supply.

The new Real Time screens will enhance bus users experience by improving transport facilities, passenger information, and air quality, therefore increasing bus patronage and public transport mode share.

Network Navigation

Project overview

This project will provide an updated bus network plan in order to improve the legibility and accessibility of the network across Leeds. These improvements will be made through funding from the Leeds Public Transport Investment Programme.

The scheme will deliver a package of user friendly, highly visible materials to help customers identify and navigate the bus network in Leeds, improving transport accessibility and user experience by providing an accessible network map, linked to new colour coded bus stop flags and shelters.

The project is part of a series of transport improvements planned within the Connecting Leeds programme. Once the Leeds network is complete, the scheme will be rolled out across the rest of West Yorkshire, subject to further funding being secured.

Stourton Park & Ride

Project overview

Through the Leeds Public Transport Investment Programme this project will deliver a new park and ride site with capacity for 1,200 cars. The site will be built adjacent to the M621 Junction 7 in Stourton, Leeds, and will be serviced by high quality, all-electric buses, into Leeds city centre.

In addition to parking provision, the new site will have a number of supporting amenities including electric charging points for vehicles, family and disabled parking bays, waiting facilities, cycle stands, cycle lockers, and mobility scooter lockers. The project will also implement additional, dedicated and cycling facilities in order to enhance cycle connectivity to and from the south of Leeds and avoiding the need to use the motorway junction.

The site is the UK’s first solar powered park and ride site with solar panels provided on canopies above some of the parking spaces to generate electricity. This will be used to power lighting, electric vehicle charging points, CCTV and heat the waiting room at the Park & Ride site.

The site opened to the public on 6th September 2021 with an official opening on 16th September, attended by the Mayor of West Yorkshire, Tracy Brabin and the Minister for future transport and environment, Minister Rachel Maclean MP.

Transport Hubs

Project overview

Through the Leeds Public Transport Investment Programme improvements have been made to some public transport hubs, as well as the walking and cycling access to some other hubs, across Leeds. These projects either created new or upgraded existing facilities to improve both the waiting experience and the travel information offered at certain locations, as well as enhancing connections within and between other public transport hubs and communities by improving walking and cycling links.

The transport hubs have been delivered across a variety of locations throughout the Leeds district. These projects include improving bus stop locations with new lay-bys, improvements to footpaths to assist accessibility and the provision of new bus shelters with travel information at bus stops.
