Leeds Bradford Airport Parkway Rail Station

Project overview

Leeds Bradford Airport Parkways Station Scheme proposes to build a new rail station, car park and spur road on the Leeds-Harrogate Railway Line between Horsforth station and the southern end of the Bramhope Tunnel. The new station will provide an interchange to serve Leeds Bradford Airport and a parkway function to serve a large but generally rural catchment between north Leeds and Harrogate. It is proposed that shuttle buses will run between the station and the airport.

Leeds Integrated Station Masterplan (LISM)

Project overview

West Yorkshire Combined Authority and Leeds City Council have been working closely with DfT, Network Rail, Transport of North and HS2 Ltd in developing the Leeds Integrated Station Masterplan (LISM). LISM is seeking to redevelop Leeds combined station and the adjacent environment in a coherent way, by creating a world class gateway for the City Region which integrates High Speed Rail (HS2), Northern Powerhouse Rail (NPR) and classic rail services.

The objectives of LISM are to help the station to achieve its long term aim of being:

  • A major transport hub
  • A functional business
  • A civic gateway
  • A shop window for rail and for Leeds City Region
  • A major economic artery

The key part of the scheme is to address the increasing capacity for pedestrians/ passengers within the station to meet the projected growth in demand anticipated to be an increase of 81% by 2043. While Covid-19 has an impact on rail demand in the short term, it is believed that it will only have a minimal impact on demand in the long-term.

Network Rail is now working on an Outline Business Case submission on the Leeds Existing Station Programme. It is envisaged that an submission will be made to DfT through the Rail Network Enhancement Pipeline by March 2022.

New Pudsey Rail Station Car Park Expansion

Project overview

As part of the Leeds Public Transport Investment Programme, an extension of the car park at New Pudsey rail station has been proposed. The additional spaces would increase the opportunity for park and ride and would enhance connectivity to, from and within West Yorkshire. As well as increasing car parking capacity, this proposal will deliver more localised benefits as a result of improved access to the rail network.

This project has received funding for business case development through the LPTIP programme, to enable further development and delivery through the West Yorkshire plus Transport Fund.

Rail Accessibility Programme

Project overview

The Rail Accessibility Programme aims to deliver step free access from the station point of entry through to the station platform edge at Cross Gates and Horsforth rail stations. The definition of a step free route is an unobstructed “accessible route” from at least one station entrance and all drop-off points associated with that entrance, to each platform and between platforms served by passenger trains. Works will be conducted as part of the Leeds Public Transport Investment Programme. The proposal at both Cross Gates and Horsforth is to build a new footbridge to include steps and lifts.

Outline business approval has been achieved, however there is no further funding available for delivery at this time.

White Rose Rail Station

Project overview

Construction work continues on the £26.5 million new White Rose Rail Station, which is being built next to the White Rose Park between Morley and Cottingley on the main trans-Pennine route to Manchester via Huddersfield.

The new station will make it easier to walk, cycle and use public transport, connecting more people with jobs, training, education and leisure activities.  

It will provide improved access to the White Rose Park, shopping centre and bus interchange.

Alongside 80 cycle parking spaces, the scheme also includes better walking and cycling routes for local communities, including to the White Rose Shopping Centre and bus interchange.

The scheme is being delivered in partnership by the West Yorkshire Combined Authority, Munroe K, Leeds City Council, Network Rail and the Department for Transport.

Construction work is expected to continue into 2024.

Consultations

A consultation with operational stakeholders took place between July and October 2022.

The consultation sought people’s views on the proposed closure of Cottingley Rail Station as it will not be possible to maintain the same level of service at both Cottingley and White Rose because they are too close together.
