CityConnect phase 3

Phase 3 of the CityConnect programme delivered improved walking and cycling links across West Yorkshire and York through a series of on and off-road infrastructure projects. The programme enhances active travel options, connecting communities and supporting a more sustainable transport network.

What is the CityConnect phase 3 project?

CityConnect phase 3 forms part of West Yorkshire’s broader transport improvement initiatives, with a specific focus on active travel. The programme included eight separate schemes that build on previous CityConnect phases to improve accessibility for cyclists and pedestrians. 

These include works in York, Huddersfield Town Centre, between Bradley and Brighouse, key sections in Leeds city centre (Clay Pit Lane, Dewsbury Road and Elland Road) and the Castleford–Wakefield Greenway Phase 4. Additional work has upgraded nearly 8km of canal towpaths for walking and cycling along the Leeds–Liverpool Canal and Huddersfield Narrow Canal.

This project was led by the West Yorkshire Combined Authority and delivered in partnership with the following organisations:

  • Calderdale Council
  • Canal & River Trust
  • City of Bradford Metropolitan District Council
  • City of York Council
  • Kirklees Metropolitan Borough Council
  • Leeds City Council
  • Sustrans

Work began in 2019 and was completed in 2023.

How was this project funded?

  • West Yorkshire Transport Fund (WYTF): £12 million
  • Getting Building Fund: £500,000
  • Revised budgets after 2022 inflation review:
    • Bradley to Brighouse: £700,000
    • Huddersfield Town Centre: £180,000

Other funders included:

  • Leeds City Council
  • Kirklees Metropolitan Borough Council and City of York Council have contributed match funding
  • City of York Council have secured funding from the York & North Yorkshire Local Enterprise Partnership
