West Yorkshire Combined Authority leads on housing, regeneration, culture, climate and the environment across the five West Yorkshire districts. We fund flood defences, support nature recovery, promote culture, and work to reach net zero by 2038.

Through the West Yorkshire Plan, we are championing our region's rich culture, heritage and sport - helping creativity, wellbeing and opportunity to flourish in every corner of West Yorkshire. Mission Two of the plan sets out our vision for a happy, healthy West Yorkshire, connecting great places and vibrant communities for everyone to enjoy.

The Place Narrative is for partners and stakeholders of the West Yorkshire Combined Authority. It offers a shared story and a flexible evidence base to support our plans and those of our partners.

This narrative highlights the unique character of our areas and how they connect across West Yorkshire. It outlines the main spatial challenges we face and the infrastructure investments needed to help our communities thrive.

These investments will promote inclusive growth, boost productivity, tackle the climate emergency, and create a modern transport system for the 21st century. They will also help fulfil the Mayor’s pledges for West Yorkshire.
