What is the FlexiBus East Leeds project?

The FlexiBus East Leeds project trialled a digitally enabled Demand Responsive Transport (DRT) service. Unlike fixed-route buses, this zero-emission service responds to user demand, offering more agile and convenient journeys. As the first digital DRT trial in West Yorkshire, this pilot will help us assess the feasibility of rolling out similar services more widely.

The service operated within East Leeds and is funded through the Leeds Public Transport Investment Programme, the Local Transport Plan, and additional contributions including Section 106 and Better Deal for Bus Users Fund.

West Yorkshire Combined Authority led the project with First West Yorkshire as the delivery partner.

This project began in 2019 and was completed in 2023.

How was this project funded?

  • Leeds Public Transport Investment Programme: £1.16 million
  • Local Transport Plan (Integrated Block): £0.491 million
  • Department of Transport Better Deal for Bus Users Fund: £0.753 million
  • Fair Revenue Fund: £0.177 million
  • Section 106 Contributions: £0.225 million
  • Supplementary Planning Document Contributions: £0.297 million

What is the Leeds Public Transport Investment Programme?

The Leeds Public Transport Investment Programme (LPTIP) is made up of seven key projects designed to improve travel in and around the city:

  1. Programme management – A dedicated team will oversee and deliver the entire programme from start to finish.
  2. Bus priority corridors – Upgrades to key bus routes to make services more reliable and shorten journey times.
  3. Bus Park and Ride – New park-and-ride sites will be built to the north and south of Leeds, plus more spaces added at Elland Road.
  4. City Centre – Road layouts will be redesigned to cut traffic congestion and make the city centre safer and more pleasant for pedestrians.
  5. Rail – Three new train stations are planned for Leeds Bradford Airport, Thorpe Park, and White Rose. Existing stations at Cross Gates, Morley, and Horsforth will also get accessibility upgrades.
  6. Bus delivery – Improvements to real-time travel information and a review of bus connections across Leeds to make getting around easier.
  7. Bus delivery board – A set of measures aimed at improving the overall bus service for passengers.
