Former City Reach

This £7.65 million redevelopment will transform a key brownfield site into a thriving, mixed-use neighbourhood. In partnership with Clarion Housing Association, the project includes 806 homes, of which 238 are affordable, riverside walkways, a new footbridge over the River Aire, green space, and temporary modular housing for people experiencing homelessness, all designed with sustainability at the core.

What is the Former City Reach project?

Former City Reach is a large-scale, residential-led regeneration scheme located to the southwest of Leeds City Centre. The £7.65 million project will deliver 806 new homes, of which 238 are affordable homes. This will help to meet the growing housing demand in the city.

The scheme will open up access to the River Aire, creating a new riverside walkway and a cycle and footbridge, encouraging more sustainable travel and better local connectivity. Additional features include cycle parking spaces, a residents’ car club and new green outdoor spaces to support wellbeing and biodiversity.

As part of a commitment to supporting vulnerable communities, 10 modular homes will be provided on site during the early development phase to support people experiencing homelessness.

The development will also include modern energy efficiency measures such as air source heat pumps, ensuring homes are built with sustainability in mind.

West Yorkshire Combined Authority’s regeneration team are leading the project with Clarion Housing Association Limited (CHAL) as a delivery partner.

Work began in October 2022 and is expected to be completed by April 2028.

How is this project funded?

The project received £7.65 million in funding from the West Yorkshire Combined Authority.

What is the Brownfield Housing Fund?

The Brownfield Housing Fund is a major regional regeneration initiative led by the West Yorkshire Combined Authority, with £89 million in funding from the Department for Levelling Up, Housing & Communities.

Covering West Yorkshire, the programme is driving forward the redevelopment of underused brownfield land to meet housing demand and revitalise communities.

Programme objectives include:

  • The construction of 5,400 new homes
  • Accelerating the delivery of housing on brownfield sites
  • Regenerating neighbourhoods by transforming vacant, underused land
  • Supporting carbon reduction through:
    • Installation of low-carbon technologies
    • Close to transport hubs
    • Increased use of Modern Methods of Construction (MMC)
  • Boosting productivity by supporting local construction supply chains
  • Delivering a mix of housing types and tenures, including affordable homes

This programme plays a key role in delivering inclusive, sustainable growth across West Yorkshire by creating vibrant, connected places where people want to live and work.
