Major infrastructure upgrades are reshaping Leeds city centre, easing congestion, enhancing public space and supporting sustainable travel. Backed by the West Yorkshire-plus Transport Fund, this package of projects is helping to unlock economic growth and prepare the city for future transport needs.

What is the Leeds city centre package?

The Leeds city centre package is part of the West Yorkshire-plus Transport Fund and played a key role in improving roads and public spaces to support Leeds’ growth ambitions. These works focused on reducing congestion, enhancing sustainable transport options and preparing the city for HS2, with a particular emphasis on unlocking the South Bank area for new jobs and housing.

Key objectives:

  • The redevelopment of City Square in line with the City of Culture ambition to allow the creation of a world class gateway for the city.
  • Increase the capacity on the Inner Ring Road and M621 orbital route by reconfiguring Armley Gyratory and capacity improvements between Junctions 1 - 4 and Junction 7 M621 by 2024.
  • Reduce traffic in the city centre, including the South Bank creating a quality environment attractive to development.
  • Increase travel to the centre by sustainable modes of transport.
