What is the Leeds Fink Hill project?

The Fink Hill project upgraded a busy A6120 junction to improve pedestrian and cycle safety, reduce congestion and reconnect local communities with jobs and services.

The Fink Hill junction is on the A6120 Outer Ring Road in Leeds. It is a busy, four-arm signal-controlled junction.

Before the project, pedestrian access was poor. One pelican crossing on the A6120 (Eastbound) stopped traffic across all three lanes. There were no formal crossings on Fink Hill, Parkside or A6120 (Westbound). The junction also suffered from regular congestion and traffic delays, particularly at peak times.

This project aimed to:

  • Improve safety for people walking and cycling
  • Make journeys more reliable along the A6120
  • Increase access between local communities and nearby jobs
  • Ease congestion and reduce delays

Leeds City Council led the project with West Yorkshire Combined Authority as a delivery partner. Work on the project took place between April 2022 and January 2024.

How was this project funded?

The project was funded with:

  • £3.257 million from the West Yorkshire + Transport Fund
  • £4.696 million from the Levelling Up Fund

What is the corridor improvements programme?

This scheme is part of the corridor improvement programme. Corridor improvement projects are supported by the West Yorkshire-plus Transport Fund.

The programme aims to deliver benefits for all road users and:

  • Improve journey times and road reliability
  • Support economic growth by improving access to jobs, homes, and development sites
  • Reduce emissions and support efforts to tackle the climate emergency
