Social Housing Decarbonisation Fund

Over 3,000 social homes across West Yorkshire are being upgraded through the Social Housing Decarbonisation Fund retrofit programme, making them warmer, greener and more energy efficient.

What is the Social Housing Decarbonisation Fund project?

The Social Housing Decarbonisation Fund (SHDF) is funded by the Department for Energy Security and Net Zero. Its goal is to make social housing more energy efficient.

The programme helps improve homes, so they meet at least an Energy Performance Certificate (EPC) rating of C.

This includes upgrades like loft and wall insulation and installing low carbon technology such as solar panels and air source heat pumps.

This is being delivered in partnership with several social housing providers and local authorities, with West Yorkshire Combined Authority leading the work.

Wave 1 was completed in 2023 and improved over 900 homes across West Yorkshire, with a booster programme on 2024 providing targeted funding for 1,786 additional homes across Leeds and Wakefield. Wave 2.1 is currently in delivery.

Under this programme:

  • Around 2,337 homes have been chosen for energy efficiency upgrades (also called “retrofit” works)
  • Homes were selected using a “worst first, fabric first” approach – meaning the least energy-efficient homes are upgraded first, focusing on improving walls, roofs, and insulation before anything else
  • Homes were identified using energy data and/or by speaking with residents

These improvements will help residents live in warmer homes, use less energy and spend less on heating.

How is this project funded?

Wave 1 was funded with £4.6 million from the West Yorkshire Combined Authority and £5.2 million from other delivery partners.

The booster programme was funded with £4.7 million from the West Yorkshire Combined Authority and £2 million in match funding from other delivery partners.

Wave 2.1 was funded with £14.7 million from the West Yorkshire Combined Authority and £16.8 million from other delivery partners.
