Water Lane

A vibrant new neighbourhood is emerging at Water Lane in Holbeck, with 375 new homes, including 19 affordable homes, rooftop gardens, community spaces and high-quality landscaping creating a sustainable, people-first residential development near Leeds city centre.

What is the Water Lane project?

The Water Lane development is set to transform a site in Holbeck into a thriving residential community that blends modern design, green space and sustainable living.

The project will deliver:

  • 375 new apartments, 19 of which are affordable
  • A mix of stepped buildings ranging from 2 to 26 storeys, creating visual interest and varied skyline
  • Over 1,500m² of indoor and outdoor amenity space, including rooftop gardens and landscaped areas
  • 46 external and undercroft car parking spaces (all with EV charging points)
  • 220 cycle parking spaces

The development is focused on creating a vibrant and connected community. Shared amenity spaces and engaging landscaping aim to foster a strong sense of place, while ensuring the area is well-occupied, sustainable and socially active.

The Water Lane scheme supports the wider Leeds South Bank regeneration, bringing high-quality homes and green, inclusive spaces to one of the city’s most exciting development areas.

West Yorkshire Combined Authority’s regeneration team are leading the project with McLaren (Water Lane) Limited as a delivery partner.

Work began in October 2023 and is expected to be completed by April 2027.

How is this project funded?

The project received £4.4 million in funding from the West Yorkshire Combined Authority. 

What is the Brownfield Housing Fund?

The Brownfield Housing Fund is a major regional regeneration initiative led by the West Yorkshire Combined Authority, with £89 million in funding from the Department for Levelling Up, Housing & Communities.

Covering West Yorkshire, the programme is driving forward the redevelopment of underused brownfield land to meet housing demand and revitalise communities.

Programme objectives include:

  • The construction of 5,400 new homes
  • Accelerating the delivery of housing on brownfield sites
  • Regenerating neighbourhoods by transforming vacant, underused land
  • Supporting carbon reduction through:
    • Installation of low-carbon technologies
    • Close to transport hubs
    • Increased use of Modern Methods of Construction (MMC)
  • Boosting productivity by supporting local construction supply chains
  • Delivering a mix of housing types and tenures, including affordable homes

This programme plays a key role in delivering inclusive, sustainable growth across West Yorkshire by creating vibrant, connected places where people want to live and work.
