At West Yorkshire Combined Authority, we connect neighbourhoods with affordable, sustainable homes. We focus on places where people want to live. This page outlines the strengths and challenges of housing growth in the West Yorkshire region.

So, how do we achieve success in this area? 

We’re helping to get more West Yorkshire homes built. We're also improving places to make homes better for people. This means strong transport links and easy access to jobs and schools in well-connected communities. 

We’re also focusing on key projects in towns, cities and growth areas to meet local needs. 

For example, we want more small and medium construction businesses to develop new housing sites in urban and residential areas. 

By working closely with Homes England, housing associations and private developers, we can attract more investment. This will help us deliver well-designed, affordable, modern homes in great neighbourhoods. 

Positives that the housing and regeneration scheme brings for our region:

  • A strong partnership with Homes England to focus on key areas for new housing and regeneration.
  • A strong network of housing associations delivering affordable homes.
  • Distinctive towns and cities with rich heritage.
  • Vibrant cultures, beautiful countryside and good quality of life. 
  • Plans in place to build 60,000 homes (over 38,000 on brownfield land).
  • Major transport investment to support housing growth.

Challenges we face with the housing and regeneration scheme:

  • New housing isn’t evenly spread. Some areas see less building because they’re less attractive to developers.
  • Brownfield sites are harder to build on due to old infrastructure and site issues.
  • Demand for affordable housing is rising, along with homelessness and in-work poverty.
  • Many new developments still rely on cars.
  • Lots of older homes (especially pre-1919) are poor quality, badly insulated and expensive to heat or repair.
