Mayoral pledges

A brighter region for everyone. This is the Mayor of West Yorkshire's vision for our area. 

We’re on track to deliver. To meet our key goals, the Mayor has seven pledges for her current second term. 

Read on to learn more about the mayoral pledges of West Yorkshire Combined Authority and how we’re aiming for a brighter future for all. 

The Mayor has a strong vision for West Yorkshire. The aim is to tackle serious violence and create affordable homes. The goal is to make our region better than ever.

In the Mayor’s first term (2021–2024), several key pledges were met. These included the Fair Work Charter, the formation of the Women of West Yorkshire Network, and vital work on the safety of women and girls.

Now, in the Mayor’s second term, it's time to deliver again. The Combined Authority has clear pledges to meet by 2028.

It’s time to get tough on crime

No one should feel unsafe in West Yorkshire. That’s why the Mayor pledged to tackle violence in our region. The Serious Violence Strategy lets communities, including yours, share views and ideas on serious violence through a big consultation.

A warm home should be a right, not a luxury 

Everyone should have the right to a warm home. As one of the Mayor’s pledges, more than 5,000 social homes across West Yorkshire will be made warmer, greener and cheaper. 

This will be made possible thanks to a £70 million investment announced by the Mayor and Minister for Energy Consumers in July 2025.

Making West Yorkshire an affordable place to live and thrive

We want West Yorkshire to be affordable for everyone. A more accessible region helps us all. It gives more people the chance to live, work and contribute to the local economy. 

That’s why the Mayor promises to provide 5,000 affordable homes by 2028 and over 40,000 by 2040.

Because every child deserves equal opportunity

From music and dance to football and netball, we think culture and sport should be for everyone. 

That's why we’re promoting equal opportunities for every child in West Yorkshire, no matter their background, gender or ability. 

A hub for gaining technical and soft skills  

Skills are key to an inclusive economy. That’s why the Mayor has made it a priority for the Combined Authority to partner with businesses. 

Together, they will build a talent pipeline with the essential skills needed for growth.

It’s time for bus franchising

We’re taking back control of the buses. In March 2024, we decided to bring buses back under public control. 

This is part of the Bus Service Improvement Plan and the West Yorkshire Plan 2040. Expect clearer fares, greener buses, better service quality and much more.

It’s time for trams in West Yorkshire

One of the Mayor’s key promises is about Mass Transit. This includes new transport methods that can make our network more accessible for all.

A big part of this is our Phase One plan. It aims to bring trams to our area, starting with links between Bradford and Leeds, and south Leeds to the city centre.

Future phases of this joined up network could use other transport modes, such as light rail or high-speed bus. We want to make sure that the mode we use suits the area it services, and that Mass Transit works for everyone.
