Bus Service Improvement Plan

More affordable. More convenient. More sustainable.

These are just three of the many reasons why we believe buses should be the first choice for travel in West Yorkshire.

With this in mind, we have laid out a clear vision for the future via the Bus Service Improvement Plan. Read on to discover more about the positive changes we’re bringing in for buses.

The future of bus travel in West Yorkshire is in our hands.

First launched in 2021, the Bus Service Improvement Plan (BSIP) sets out a clear roadmap on how to deliver a world class bus service and infrastructure for West Yorkshire.

Since the COVID-19 pandemic, there has been a shift away from public transport use within our region. The BSIP aims to help reverse this shift, bringing back passengers who have turned away from buses in recent years as well as attracting new passengers.

The BSIP also builds on key information that has been outlined in the West Yorkshire Plan and The Mayor’s West Yorkshire Local Transport Plan. One of the key outcomes from these plans is bus franchising. In 2027 our new bus franchising scheme will become operational, meaning that buses will be back under public authority control.

Read on to discover more about the BSIP, how it will benefit the bus transport system for West Yorkshire and FAQs about the plan itself.

Fully inclusive. More cohesive.

We're making our bus and public transport network fully inclusive. We're also improving connections with the rest of our transport system to meet modern travel needs.

We're making bus travel easier for everyone

Paying for a bus ticket should be easy. That’s why we’re introducing clear, simple fares that are affordable, convenient, and flexible.

Helping you travel with confidence

Every passenger should have the right tools to travel confidently. If your journey doesn’t go as planned, we’re making it simple to get help.

Meaning less congestion

We want all bus journeys in West Yorkshire to be efficient. That’s why we’re prioritising buses on our roads to reduce time spent in traffic.

We’re championing sustainability.

We will deliver the West Yorkshire Zero Emission Bus Programme. This will involve rolling out up to 200 vehicles and the needed infrastructure. We also plan to replace our AccessBus Fleet with high-quality, zero-emission vehicles.

A better, high-quality environment for all

Waiting for a bus in our region should be a pleasant experience. That’s why we’re making all our stops, public spaces and welcoming stations safe and more accessible for all.

Enhanced Partnership

The Combined Authority is now in an Enhanced Partnership (EP) with bus operators and local authorities. This is delivered through the West Yorkshire Bus Alliance and improves the passenger experience for bus passengers in West Yorkshire.

The improvements include shorter term benefits for the bus service between now and 2027.

The EP has delivered several achievements already, including:

  • The Mayor’s Fares – This scheme capped bus fares for single journeys across West Yorkshire at just £2
  • Network enhancements – Improving the bus network by introducing new and more frequent bus services
  • Enhanced Safer Travel Partnership – Police Community Support Officers deployed on the bus network to reduce crime
  • Fare deal for young people – Under 19s pay no more than £1.80 for single journeys across West Yorkshire
  • Network navigation – Accessible, colour coded bus stops flags have been added to stops and shelters to improve readability and navigation
