Citu - phase 1b

Citu Phase 1b is a 142-home development in Leeds’ South Bank. It offers a mix of apartments and townhouses designed to promote affordability and sustainable living. This development is part of the Climate Innovation District and supports affordable housing in Leeds City Centre. It aims to enhance social welfare and encourage environmentally conscious living.

What is the Citu Leeds project?

The Citu Leeds project is under the Brownfield Housing Fund programme which supports the delivery of 5,400 new homes on brownfield sites. It aims to regenerate neighbourhoods, reduce carbon emissions, and provide a mix of affordable housing close to transport hubs.

What will we achieve?

The Citu Phase 1b project delivers 142 new homes in Leeds’ South Bank area, including 54 four-bedroom homes, 42 one-bedroom apartments, and 45 two-bedroom apartments. It helps meet local housing needs with affordable tenures.

West Yorkshire Combined Authority’s regeneration team led the project with Climate Innovation District Phase 1B Limited as a delivery partner.

Work began in February 2022 and is expected to be completed by December 2025.

How is this project funded?

The project received £1.25 million in funding from the West Yorkshire Combined Authority.

What is the Brownfield Housing Fund?

The Brownfield Housing Fund is a major regional regeneration initiative led by the West Yorkshire Combined Authority, with £89 million in funding from the Department for Levelling Up, Housing & Communities.

Covering the districts of Bradford, Calderdale, Kirklees, Leeds, and Wakefield, the programme is driving forward the redevelopment of underused brownfield land to meet housing demand and revitalise communities.

Programme objectives include:

  • The construction of 5,400 new homes
  • Accelerating the delivery of housing on brownfield sites
  • Regenerating neighbourhoods by transforming vacant, underused land
  • Supporting carbon reduction through:
    • Installation of low-carbon technologies
    • Close to transport hubs
    • Increased use of Modern Methods of Construction (MMC)
  • Boosting productivity by supporting local construction supply chains
  • Delivering a mix of housing types and tenures, including affordable homes

This programme plays a key role in delivering inclusive, sustainable growth across West Yorkshire by creating vibrant, connected places where people want to live and work.
