Cow Green

The Cow Green scheme delivered 122 energy-efficient rental apartments in Halifax town centre. Featuring PV panels, EV charging points and green communal spaces, this project is designed to promote low-carbon living and high quality of life.

What is the Cow Green project?

The Cow Green, Halifax project is under the Brownfield Housing Fund programme which supports the delivery of 5,400 new homes on brownfield sites. It aims to regenerate neighbourhoods, reduce carbon emissions, and provide a mix of affordable housing close to transport hubs.

What was achieved?

The Cow Green development in Halifax delivered 122 energy-efficient apartments for rent, built to high modern standards. The scheme included rooftop solar panels (PV) and mechanical ventilation with heat recovery to reduce emissions and energy costs.

Residents will benefit from 8 electric vehicle charging points, 128 secure cycle spaces, 28 car parking bays (including 3 accessible), motorcycle parking, and secure bin storage. A landscaped communal space with 13 new trees, wildflowers and plants will promote health, wellbeing, and a better quality of life.

West Yorkshire Combined Authority’s Regeneration team led the project with Placefirst Limited as the delivery partner.

Work began in August 2023 and was completed in May 2025.

How was this project funded?

The project received £2.1 million in funding from the West Yorkshire Combined Authority.

What is the Brownfield Housing Fund?

The Brownfield Housing Fund is a major regional regeneration initiative led by the West Yorkshire Combined Authority, with £89 million in funding from the Department for Levelling Up, Housing & Communities.

Covering the districts of Bradford, Calderdale, Kirklees, Leeds, and Wakefield, the programme is driving forward the redevelopment of underused brownfield land to meet housing demand and revitalise communities.

Programme objectives include:

  • The construction of 5,400 new homes
  • Accelerating the delivery of housing on brownfield sites
  • Regenerating neighbourhoods by transforming vacant, underused land
  • Supporting carbon reduction through:
    • Installation of low-carbon technologies
    • Close to transport hubs
    • Increased use of Modern Methods of Construction (MMC)
  • Boosting productivity by supporting local construction supply chains
  • Delivering a mix of housing types and tenures, including affordable homes

This programme plays a key role in delivering inclusive, sustainable growth across West Yorkshire by creating vibrant, connected places where people want to live and work.
