We’re expanding Langthwaite Business Park with up to 27,000 square metres of commercial space to support local employment and economic growth.

What is the Langthwaite Enterprise Zone project?

The Langthwaite Enterprise Zone (LEZ) project is a 9.45-hectare extension project developing the site next to the existing Langthwaite Business Park.

The project will deliver up to 27,000 square metres of new business and industrial floorspace (B1/B2/B8). It has an indicative unit size range of 900-7,500 square metres.

The site is situated at WF9 3QN and is adjacent to the Langthwaite Business Park in South Kirby, Pontefract. The development will be known as the Langthwaite Enterprise Zone (LEZ).

The site benefits from:

  • Assisted area status
  • Occupier incentives – business rate relief
  • Location within a business improvement district which West Yorkshire Police has described as the safest business park in West Yorkshire

The project is led by West Yorkshire Combined Authority. Balfour Beatty is the project’s delivery partner.

This project is part of the wider Enterprise Zones programme, helping bring new jobs and business opportunities to the area.

Project outputs

The project is split into two phases.

Phase 1 completed in August 2025

  • Build a new access road that connects the site to the local road network
  • Prepare the land by carrying out remediation and levelling works to create development platforms for future buildings

Phase 2 (planned)

  • Deliver up to 27,000 square metres of commercial and industrial floorspace
  • Make the space available for businesses to move in and start operating

The development will support long-term employment opportunities to the South Elmsall and South Kirby ward of Wakefield. This is a priority area where many nearby communities face high levels of deprivation and are within the 20% most deprived areas in England. One small community east of the site is within the most deprived 3% in the country.

The LEZ project also addresses environmental risks such as flooding and biodiversity loss. These considerations are factored into the construction and design process.

How is this project funded?

The LEZ project is funded by the Single Investment Fund with a total budget of £12,678,000.

This project was approved to enter the delivery stage at the Combined Authority Committee meeting held on 27 July 2023.

What is the Enterprise Zones programme?

The Langthwaite Enterprise Zone project is part of the Enterprise Zones programme, which supports business growth through developing sites with strong transport links and high-quality infrastructure.

The Enterprise Zones programme is supported by a contribution of £45million Growth Deal funding and includes 10 key sites, delivered in two phases:

  • Phase 1 covers an area of 142 hectares. Located near junction 45 of the M1, the Aire Valley Leeds enterprise zone benefits from excellent access to Leeds City Centre, the motorway, and public transport links.
  • Phase 2 includes nine further sites across Bradford, Calderdale, Kirklees and Wakefield. These sites aim to promote manufacturing and innovation, building on the region’s strong industrial heritage.

Businesses locating within an Enterprise Zone may be eligible for:

  • Business rate discounts (up to £275,000 over five years), or
  • Enhanced capital allowances on plant and machinery (on designated sites)

The main focus of the Enterprise Zones is to support the development of high-quality business space for manufacturing, innovation, and related industries.
