What is the Railway Street project?

The Railway Street project is under the Brownfield Housing Fund programme which supports the delivery of 5,400 new homes on brownfield sites. It aims to regenerate neighbourhoods, reduce carbon emissions, and provide a mix of affordable housing close to transport hubs.

What was achieved?

The Burmantofts and Richmond Hill scheme delivered 58 new affordable flats in a five-storey apartment block. The design promotes sustainable living with rooftop photovoltaic panels and EV charging for all car parking spaces.

The mix of homes includes accessible two-bedroom flats built to full wheelchair standards. Secure cycle parking and landscaped areas will encourage healthy, green travel and enhance the local environment.

West Yorkshire Combined Authority’s Regeneration team led the project with 54North Homes Limited as the delivery partner.

Work began in March 2023 and was completed in November 2024.

How was this project funded?

The project received £1.5 million in funding from the West Yorkshire Combined Authority.

What is the Brownfield Housing Fund?

The Brownfield Housing Fund is a major regional regeneration initiative led by the West Yorkshire Combined Authority, with £89 million in funding from the Department for Levelling Up, Housing & Communities.

Covering the districts of Bradford, Calderdale, Kirklees, Leeds, and Wakefield, the programme is driving forward the redevelopment of underused brownfield land to meet housing demand and revitalise communities.

Programme objectives include:

  • The construction of 5,400 new homes
  • Accelerating the delivery of housing on brownfield sites
  • Regenerating neighbourhoods by transforming vacant, underused land
  • Supporting carbon reduction through:
    • Installation of low-carbon technologies
    • Close to transport hubs
    • Increased use of Modern Methods of Construction (MMC)
  • Boosting productivity by supporting local construction supply chains
  • Delivering a mix of housing types and tenures, including affordable homes

This programme plays a key role in delivering inclusive, sustainable growth across West Yorkshire by creating vibrant, connected places where people want to live and work.
