One clear goal. A net-zero carbon West Yorkshire by 2038. This is not just a lofty ambition – it’s a clearly focused plan that we will achieve by taking direct action on the climate and environment emergency.  

The collaboration of West Yorkshire's five local authorities and the Combined Authority across all sectors of our region’s economy and communities are crucial to achieving our aims. 

With a solid structure in place, we are on track to beating the government’s net zero target date, 12 years ahead of schedule.

Our vision of a sustainable West Yorkshire region making lives greener is in our hands. A modern, vibrant economy, better connected communities, plentiful green spaces, a low emission transport network and a net-zero carbon environment by 2038 are all top priorities.  

With this in mind, our second, updated West Yorkshire Climate and Environment Action Plan (2025 – 2038) sets out a roadmap to achieve our ultimate goals. From secure, cost-effective energy to zero-emission transport, a climate-resilient region, low-carbon homes, good green jobs and more we’re fully focused on achieving our aims.

Becoming a net zero carbon region by 2038 will require West Yorkshire to be powered by electricity generated by wind, solar and other low-carbon sources. We will ensure our actions focus on delivering secure, cost effective and clean energy for residents, businesses and communities across our region.

Transport is currently one of the highest emitting sectors in the region, accounting for 37% of all greenhouse gases emitted.

Our focus is to bring all buses under public control, delivering zero-emissions buses to the region and progressing our plans for Mass Transit.
