West Yorkshire's plan to eliminate all deaths and serious injuries on the region's roads by 2040

The West Yorkshire Vision Zero Strategy 2024–27 sets out how the Combined Authority, West Yorkshire Police, five district councils and partners will reduce road deaths and serious injuries to zero by 2040. In 2022, 1,413 people were killed or seriously injured on West Yorkshire roads - a 27% rise since 2019, against a 3% national decline - using a Safe System approach across roads, speeds, vehicles, behaviours and post-collision response.

Developed with the public and partners, the strategy sets clear actions for each pillar - with a focus on the first 12 months and medium-term goals alongside. Progress will be reviewed at the end of the three-year period, allowing the partnership to adapt to new challenges and opportunities.

We will improve the physical road environment to prevent collisions or lessen their impact.

Safe behaviours

All road users should know how to stay safe and watch out for others.

Safe vehicles

Vehicles must be roadworthy and meet national standards. New technology should enhance in-vehicle safety and encourage safe driving.

Post-collision response

This pillar focuses on support and learning needed after a crash.
