Local Cycling and Walking Infrastructure Plans

West Yorkshire Combined Authority is developing Local Cycling and Walking Infrastructure Plans (LCWIPs) to improve walking, wheeling and cycling routes across Bradford, Calderdale, Kirklees, Leeds and Wakefield.
Evidence-based plans that identify good routes, spot barriers and prioritise infrastructure improvements - guiding investment so more people can walk, wheel and cycle for everyday journeys across West Yorkshire.

Plans to improve walking, wheeling and cycling routes across West Yorkshire

A Local Cycling and Walking Infrastructure Plan (LCWIP) is a long-term, evidence-based plan for improving cycling and walking routes in a specific area. LCWIPs identify good routes, spot barriers and prioritise infrastructure improvements to guide future investment and support funding bids.

West Yorkshire Combined Authority has worked with local authorities across Bradford, Calderdale, Kirklees, Leeds and Wakefield to develop LCWIPs for each district. We have developed proposals for the initial pilot phases across all five areas, in line with national guidance from Active Travel England and our goals under our West Yorkshire Transport Plans.

Identifies preferred walking and cycling routes

Network plans based on existing and future travel patterns - connecting places people need to reach for work, education and leisure.

Spots barriers and pinch points

Street audits, data analysis and technical assessments identify where conditions currently put people off walking or cycling.

Prioritises improvements for investment

Ranked proposals ready to deploy as funding becomes available - from better pavements and crossings to protected cycle routes.

Makes the case for government funding

An LCWIP in place helps local authorities bid for Active Travel England investment - providing the evidence base funders require.

Feeds into the regional connectivity pipeline

Proposals connect to the wider Weaver Network and Local Transport Plan - joining active travel with buses, rail and mass transit.
