West Yorkshire's Local Cycling and Walking Infrastructure Plans (LCWIPs) identify priority walking and cycling routes, infrastructure improvements and investment needs across Bradford, Calderdale, Kirklees, Leeds and Wakefield. Phase 1 plans are complete for all five districts, with further phases in development to support the Local Transport Plan target of tripling cycling trips by 2040.
West Yorkshire's LCWIPs are developed in line with national guidance from Active Travel England - the government body that funds active travel investment and requires an LCWIP to be in place before areas can bid for money.
Each LCWIP maps preferred walking and cycling routes based on where people actually travel - to work, education and leisure - and where demand will grow in the future.
Street audits, data analysis and technical assessments pinpoint the conditions that currently discourage walking and cycling, so we can target improvements where they will make the biggest difference.
Proposals are ranked and investment-ready, covering everything from better pavements and crossings to protected cycle routes - so that as funding becomes available, it can be deployed quickly and effectively.
Having an LCWIP in place gives local authorities the evidence base they need to bid for Active Travel England investment, making West Yorkshire more competitive for national funding.
LCWIP proposals connect directly to the wider Weaver Network and Local Transport Plan, integrating walking and cycling with buses, rail and mass transit across the region.
