Delivering net zero takes all of us. The Combined Authority works alongside West Yorkshire's five local authorities - Bradford, Calderdale, Kirklees, Leeds and Wakefield - and partners across business, communities and the public sector to drive climate action across the region.

Secure, cost effective, clean energy for all

Becoming a net zero carbon region by 2038 will require West Yorkshire to be powered by electricity generated by wind, solar and other low-carbon sources. We will ensure our actions focus on delivering secure, cost effective and clean energy for residents, businesses and communities across our region.

Reliable, affordable, integrated zero-emission transport 

Transport is currently one of the highest emitting sectors in the region, accounting for 37% of all greenhouse gases emitted.

Our focus is to bring all buses under public control, delivering zero-emissions buses to the region and progressing our plans for Mass Transit.

The natural environment is a precious asset, and it has a key role to play in helping to manage the effects that climate change has already locked in, while also reducing future emissions in the natural environment.

Warm, comfortable, low carbon homes

Improving the energy efficiency of properties will be central to helping households manage their energy costs. We plan to deliver a one-stop shop for all residents of West Yorkshire to provide energy efficiency and low-carbon heating information and advice.

Six flagship actions

  1. Launch a multi-million pound West Yorkshire Climate Fund to accelerate investment across the five objectives
  2. Collaborate with pan-Northern Mayors to influence national energy system reform
  3. Bring all buses under public control by mid-2028, delivering a 100% zero-emission fleet and progressing Mass Transit Phase 1
  4. Develop a Local Nature Recovery Strategy to restore habitats and reverse biodiversity decline
  5. Launch a one-stop shop giving all residents energy efficiency and low-carbon heating advice
  6. Ensure business decarbonisation support is available for firms of all sizes across the region
