West Yorkshire Vision Zero Strategy

The West Yorkshire Vision Zero Strategy aims to eliminate all road deaths and serious injuries in the county by 2040.
No serious injury or death on our roads by 2040 - because road death is not inevitable, and we will not tolerate a single death or serious injury on West Yorkshire's roads as being so.

Vision Zero seeks to end all traffic deaths and serious injuries while promoting safe, healthy, and equitable travel for everyone in West Yorkshire. It insists that no deaths or serious injuries are acceptable. It also stresses that all road users share the responsibility for safety. This includes those who plan, design, build, maintain, legislate, and enforce the transport system.

After consulting with the public and partners, we identified key priorities for our Vision Zero Strategy across five pillars.

We have reviewed these priorities and set clear actions for partners to take during the three-year strategy period. The actions focus on the first 12 months and include medium-term goals. While we know we can't achieve all our aims for a safe system at once, we believe these steps will help reduce deaths and serious injuries on our roads. We will assess our progress at the end of the three years, allowing us to adapt to new challenges and opportunities.

We will improve the physical road environment to prevent collisions or lessen their impact.

Safe behaviours

All road users should know how to stay safe and watch out for others.

Safe vehicles

Vehicles must be roadworthy and meet national standards. New technology should enhance in-vehicle safety and encourage safe driving.

Post-collision response

This pillar focuses on support and learning needed after a crash.

Cross-cutting themes - where we will put our energy

  • Community involvement - We will engage communities in West Yorkshire to help them understand and influence local road safety initiatives.
  • Data-led improvements - We will use available evidence to guide our work, evaluate our initiatives, and explore new data to fill knowledge gaps.
  • Education and awareness - We will communicate effectively within our communities to boost knowledge and change behaviours.
  • Providing justice - We acknowledge our role in influencing national legislation to ensure West Yorkshire's voice is heard in the criminal justice system.
